The HIV/AIDS Education and Community Outreach Project is apart of the clinical care services offered at Charles R. Drew University of Medicine and Science. This project includes its mobile testing project and its education and community outreach project. Their HIV mobile testing project has been in operation since 1991. Overall, the highest number of STD cases tends to be found in Los Angeles County. This fact can be attributed to the large population of Los Angeles. Although a majority of the STD cases may be found in Los Angeles County, the highest rates in California are often seen elsewhere.
The Chlamydia rate in Los Angeles County has been on the rise in recent years, and it reached a five-year high in 2015. The health department reported 35,022 cases of Chlamydia in 2015 and a rate of 678.7 per 100,000 population. In comparison, the overall rate for California was 486.1 per 100,000 population. Although the county had the highest number of cases, it did not have the highest rate.
How many cases of Gonorrhea were reported in Los Angeles County? There were 17,614 cases in 2015, representing 32% of California’s total cases. The rate of 101.9 per 100,000 population reflects a recent upward trend. From 2011 to 2015, the Gonorrhea rate increased by 70%. Rates in San Fransisco remain higher.
Similar to Chlamydia, Primary and Secondary Syphilis rates hit a five-year high in 2015. Los Angeles recorded 1,587 cases of Primary and Secondary Syphilis and a rate of 15.6 per 100,000 population. In 2015, Los Angeles County represented 32% of California’s total cases.
40.7% of the California’s newly diagnosed HIV cases are found in Los Angeles County. In 2014, there were 2,035 newly diagnosed cases of HIV and a rate of 20.2. In comparison, the statewide rate was 13.0 per 100,000 population. Reducing the HIV rate is a top priority of health officials in Los Angeles County.

Schools in California are not required to teach comprehensive sexual education. California state law defines seuxal education as “education regarding human development and sexuality, including education on pregnancy, family planning, and STDs.” However, if sexual education programs are taught in schools, parents must be notified and the program must follow clear guidelines about curriculum.
Sexual education is not mandated, but HIV prevention education is required by law. Instruction on HIV/AIDS prevention must be taught in middle schools and high schools in the state of California. Instruction should include the health issues related to HIV, methods to prevent HIV, and ways to reduce risks.
Although comprehensive sexual education is not required in California schools, the state reports that almost 95% of public schools teach sexual education. When these programs are included in students’ curriculum, various topics are discussed. These topics include abstinence, STD prevention and treatment, contraception methods and condom use.

Males experienced the burden of Gonorrhea cases in 2015. In fact, 71% of all cases were reported among males. The male rate was almost double the female rate. Individuals aged 20-24 and 25-29 years old had the highest rates in the county. Males aged 15-24 had a rate of 505.0 per 100,000 population. African Americans were most affected by Gonorrhea in Los Angeles County.
Primary and Secondary Syphilis rates were highest among males, African Americans and young adults. In 2015, the male rate in Los Angeles County was 29.7 per 100,000 population. A clear majority of cases were found among males. African American rates were also high, especially among teens and young adults aged 20 to 24 years old.
The HIV cases in Los Angeles County were less concentrated among young adults or any one age bracket. The 25-29 age group had the highest overall rate. African Americans had the highest HIV rates, but the most number of cases were found among Hispanics and Whites. 87% of cases were reported among males, and 44.1% of cases were reported among Hispanics.
